The National Capital Planning CommissionThe National Capital Planning Commission (NCPC) is leading a team of Federal and local agencies with a stake in the future of Pennsylvania Avenue’s public realm, now in need of significant attention. Our speakers will outline the Pennsylvania Avenue Initiative’s Action Plan that includes steps to envision The Avenue’s 21st century role as a local and national destination in our nation’s capital, and conceive of near-term pilot projects to test physical and programmatic improvements.
Background
Funds for The Avenue’s upkeep and management have not been adequate since 1996 when Congress terminated the Pennsylvania Avenue Development Corporation (PADC) and placed responsibility for The Avenue and adjacent blocks in the hands of NCPC, the National Park Service, GSA, and the DC government. After creating a Plan for the area and receiving initial funding to carry it out in 1977, over a twenty-year period PADC oversaw the transition of The Avenue and adjacent blocks from a downtown area that had seen better times to an award-winning, revitalized model for the country.Please respond if you plan on attending this meeting as it will help our host prepare. New ANC Commissioner Jeffrey Higgins To Be Introduced At Monday’s ANC2C Meeting
The second Monday of the month means that it’s time for the ANC 2C (Advisory Neighborhood Commission) to meet in the MLK Library on Monday, January 12 at 6:30 pm (Lower level – room #3).

Bakers & Baristas Opening Soon
New window signage has gone up at the former Tangy Sweet corner spot (501 7th St., NW). What had previously seemed a seasonal closure for Tangy Sweet has become permanent. According to Washingtonian, Bakers & Baristas is the newest venture from Tangy Sweet and Red Velvet owner, Aaron Gordon. The new bakery will feature Viennese style pastries from Blue Duck Tavern pastry chef, Naomi Gallego, and chef Lindsay Meehan, as well as coffee by local roaster, Compass Coffee (which we visited today and highly recommend!). Bakers & Baristas is expected to open as early as next week and plans include, eventually, being open evenings to offer an array of decadent sweet tooth fixes.
China Chilcano (418 7th St NW) Opens Today For Dinner Service In Penn Quarter
China Chilcano, Jose Andres’ latest entrant offering chifa, opens for service today at 4 pm in Penn Quarter at 418 7th Street NW in Washington DC. We passed by the venue on Saturday night and Sunday; everything looks ready to go!
The menu features chifa, a Peruvian-Chinese hybrid cuisine, chifles, anticuchos, all native to Peru – you might call them Peruivan tapas which is a format well known by patrons of Jaleo just up the street. A ceviche bar, dim sum, Peruvian desserts, and an “extensive pisco library” are also available.
China Chilcano replaces the former Olsson’s bookstore and promised but never opened Wagamama whose retail space sat vacant for over six years since late June 2008 in a prominent part of lower Penn Quarter.
This is the third eatery to open recently in lower Penn Quarter below E Street NW filling a prominent stretch of 7th Street NW between the core intersection at 7th and H St NW and the National Mall. The other two are Native Foods Cafe and Plan B Burger Bar.
