We May Have Located Jimmy Hoffa
We’ve seen them popping up all over the Mall and surrounding areas. First a spray painted outline, about 2 feet square. A few days later the square is a plywood covered hole in the ground. Next plywood is covering the concrete pour. After that, when the plywood is removed, a cement box remains, roughly 2′ x 2′, maybe 4 inches high.
Many of them are located at the corners of intersections, but not all. The one in the photo above is on the Mall, sort of at the intersection of 14th st and Madison dr nw (basically 14th st and the Mall).
But what are they? Why are they being installed? Bases for new garbage cans? New signs? Water fountains? Part of the suggested improvements by the National Trust?
