Street Performer Noise Is Topic For September Penn Quarter Neighborhood Association Meeting (Sept 27)
By e-mail we were notified about the July Penn Quarter Neighborhood Association breakfast meeting which will take place on Wednesday, September 27 at the Hotel Monaco (800 F St NW). The discussion topic is an important one for the neighborhood as it will tackle how to deal with street performers (aka buskers) who while talented can also be very noisy which may be detrimental to the quality of life and in some cases to property values. Proposed legislation to deal with street performers will be discussed.

David Julyan, AttorneyDavid Julyan and Joe Donovan will review the proposed legislation that would amend existing laws to allow reasonable and easily enforceable sound limits on street performers intended to create a comfortable equilibrium among the performers, residents, local businesses, and tourists. The Act will not apply to First Amendment assemblies and it will allow street performers to continue to entertain and solicit money for performing. This or similar legislation will need the support of many if hearings are held as there likely will be opposition. So please consider attending this meeting, and learn more about this proposed legislation and how we all can help.
