If I’m not mistaken, this looks like the building permit for the Forever 21 women’s store that was announced last year. They were supposed to take up a small part of the ground floor on the 11th Street side of the Woodies building and the basement level.

those Eye (I) Street permits look interesting. walking by one of those townhouses between 6th and 7th I saw that it is fixed up and ready to go as a commercial/office space.
